Data infrastructure is critical infrastructure

The Global Data Project exists because roads, grids and ports are measured and funded while the data systems beneath every policy decision are not. We treat public data as infrastructure to be surveyed, built, maintained and improved.

The premise

The meta-layer

Every macro and micro study, every intervention, every budget line rests on a prior question: does the underlying data exist, and can it be trusted?

In much of the world the honest answer is no. Census rounds slip, municipal budgets are published as scanned images, price series break mid-decade, registries sit behind counters rather than endpoints. Research adapts by proxying, modelling and guessing — and policy inherits the error.

So the Global Data Project works one level below the research. We measure the state of data infrastructure jurisdiction by jurisdiction, publish what already exists in usable form, and treat every gap we document as a construction plan rather than a footnote.

The wider mission

Today, AI is blind to much of the world. While the frontiers of science and technology propel us forward, emerging economies are left behind by a widening data deficit. Elsinore Data Company was built to bridge that gap by building the infrastructure where it is needed most — from datasets to data centres — so this technological revolution serves all of humanity.

We work alongside local communities in conflict zones and underdeveloped markets to build the data infrastructure they need: not to extract value, but to create it. We are there on the ground, which is what makes the work sustainable — and it is grounded in values that put friendships first, alongside freedom of thought and free markets.

The vision is a more equitable, peaceful world produced by more considered design, development and deployment of technology — a world where the most marginalised voices have more than a voice, but a say. The Global Data Project is the public, measurable face of that work.

How the work moves

Measure

Score every jurisdiction on what public data actually exists, how it is published, and how usable it is once you have it. You cannot improve infrastructure nobody has surveyed.

Capture

Locate public records wherever they sit — portals, registries, gazettes, statistical bulletins, scanned documents — and pull them into a durable archive.

Structure

Normalise to shared schemas, resolve entities and jurisdictions, and document every field, unit and caveat so a number can be defended.

Serve

Publish through the repository, the observatory, and an API gateway so researchers, investors and agencies work from the same evidence base.

Hand over

Use demonstrated demand to propose official, sovereign-owned pipelines — the goal is national data infrastructure that outlives us, not a private moat.
